Although there is no official end of the Inner Loop in theory, the "west" end of the Inner Loop is at Exit 13 of I-490 in downtown Rochester. According to Nathan Perry, "On I-490 westbound. To the right is where the Inner Loop merges in at the east end of 940T, right after the elevated loop ramp to I-490 east splits off. Many maps make this ramp seem to branch from I-490 itself, forming a U-turn. Note Inner Loop trailblazer continuing west on I-490. This is opposite the shot of Exit 15 I already sent in."
